Electric vehicle charger residential in Sao Paulo, Brazil

Overview

This condominium has three different types of dwellings. They mixed houses and apartments. 
I am going to focus on the houses because my project includes where we put de electric vehicle charger in the external area.

Each house has parking spaces for 2 cars in front of the house. 
To access the house you have to go between the cars when they are parked.

The condominium allowed the installation only here.

The technical area with energy, water, and gas individualized. 
Space should be enough to 2 chargers.

The project

The final solution sketch 

I designed the idea but anyone can choose the better EV charger according to their preferences and brands.

Models of the electric vehicle charger:
- Solar: not available in Brazil
- Plugless charger: not available in Brazil
- Carport solar: should be approved to all dwellers with 100%, almost impossible...
- Plug: that´s it for exclusion...

Models available in Brazil at the moment I was developing the project (multi-brand):

Option 1: ABB was perfect for the size but the capacity to 4,6kw wasn´t good because the time of charging was too slow and the person couldn´t lock the equipment.
Option 2: EVlink was too big for the small space.
Option 3: Electric Mobility Brasil fits well in size, allows the installation in external areas without any protection, can lock, and has good charging performance.

My client chose option 3 to buy in the near future.

My questions about the product while I was developing the project:

What is the length cable? Approximately area or volume to storage. 

What is the area that plug needs to work to handle?

How is it fixed? In case of replacement of the elements, not all the equipment.
How does it cost and how does after service works?

What is the dimension of the plug? Some plugs are in the front others are on the side and take a significant area and information size has only the "principal part". We don´t have big spaces in urban centers.

Is it work outside without any protection? Many garages in Brazil are like that.

Could the equipment go inside of the box-protection? Like the white existing parts of the technical area. What is the minimum ventilation necessary for it?

My two dogs have eaten my internet and energy cable of many types of equipment and water hose too. My mother doesn´t see very well for her age and stumbles in many things. Should I have to think about it while I project it? 
Absolutely!

Children are safe in case they pull the energy cable because has a locker. But in case the cable twists in their feet for the black cable and doesn´t have the color contrast with the floor, it would be possible to have an accessory that could make it?
Initially, I thought about a yellow tape by 3M, after a led hose with some kind of connectors...
What about the blind people?

In Brazil, we have many dogs living outside the house in the garage. People walk thru between two cars because we don´t have enough space to separate pedestrians and vehicles. 
Pretty equal this condominium.

What area is necessary around the vehicle that has to be free when is charging? 
Access is different in each vehicle, some are the front other on the left side or the right side.
In the case of two cars parked in a position that the plug can be face to face.

What is the free area necessary for maintenance around the charger?

If we choose the carport should we pay more tax for changing the occupancy area lined up with the Brazilian law? 
Yes, I consulted the town hall.

Are all the plugs universal? 
Yes, they are. They are made following the Brazilian standards (three pins) but are not informed if they are 10A or 20A. Probably 10A. 
Exclusively in Brazil...

In Blackout, should we have a no-break in the charger? 
Has some kind of alarm?

After all question, the salesman didn´t me answer more...

The electric vehicle in Brazil are very expensive. The cheapest (Renault Zoe) cost around 120 times the minimum salary. The charger begins in 6 and goes up 15 times the minimum salary.

The installation position is essential to charger works well, also the height for ergonomic is very important and the distance because of the length of the cable is limited.
